So... WHEN was this C.A.L.M. Act supposed to finally take effect?

I live in Canada, and although I have only noticed what you've described on US channels, I think it's completely annoying. I do hope US Congress is actually going to do something about it - I'm surprised it's not a bigger deal, considering the amount of television American folks watch daily.
