I have a 2 & 3 year old, my house is always chaos, help!?

I have a 2 & 3 yr old and my house is always loud chaos! no matter what i do (positive reinforcement, redirection, time outs, taking privilages/toys away. last resort spanking) i cant seem to get my boys to listen! they climb on counters, tear up furniture, yell loudly, drag out toys everywhere, fight with each other...i am close to being bald from pulling my hair out. my husband tries to help but i think he feels as helpless as i do!
